DG REGIO web communication is dedicated to offer the best possible user experience and relies on sites and applications presenting a high level of complexity and a dense content:
Inforegio is the Coldfusion internet website of DG REGIO for the European regional policy. It is a widely dynamic website supported by an Oracle database and SQL script. Our major ongoing project is its migration to PHP/Symfony. A dedicated REGIO content management system supports this site. Adobe Dreamweaver is the web design tool used. Adobe Photoshop is the graphic design tool used. The design of the site is based on the Europa guide and it uses elements from the Europa Component Library.
The Week of Regions and Cities website is currently migrating from DRUPAL 7 to 8. It relies on custom developments and uses the Europa Component Library.
REGIO manages several sections of the corporate info site in Drupal, currently migrating from version 7 to 8. The Commission DRUPAL sites are managed through a dedicated content management system.
A database plus content management system (Oracle + AngularJS) publishes content like programmes, projects and events on Inforegio. A new version of this CMS will rely on the EUI.
A Conference management system (Oracle database+ Coldfusion + AngularJS) is used by DG Regio for the organisation of communication events and requires maintenance and new developments.
EU Survey is a web based survey form used by the European Commission.
The ESIF OPEN DATA platform is based on a contract with the SOCRATA company and publishes datasets and visualisations of the progress of our programmes. Data visualisations are produced from this tool to be published on other websites. Highcharts is also used for data visualisations.
The members of the REGIO webteam are responsible for the development, maintenance and publication operations in all information systems. Team members support each other, share all tasks and work in close cooperation with the other REGIO units, with the Directorate General for Informatics and the Directorate General for Communication and with the development service providers under contracting with the European Commission.
In the scope of the REGIO websites and information systems:
 Publication and updates of webpages;
 Design of webpages;
 Create and publish data visualisations;
 Process images for web publication;
 Design of user interfaces in ad-hoc available technologies;
 Adapt queries for dynamic content publishing.
Additionally, ensure also the following:
 Support and update of existing sites;
 Liaise with clients to process publishing requests;
 Advise content providers on web publishing best practices;
 Analyse, extract and use database hosted content for website and systems dissemination;
 Participate in defining and documenting operational procedures.
The consultant will report to the team leader of the REGIO webteam.
 Good knowledge in web technologies in particular HTML, XML, CSS;
 Good knowledge of PHP;
 Good knowledge of designing friendly user interface;
 Good knowledge on user interface ergonomics;
 Knowledge of Wysiwyg tools;

 Knowledge of AngularJS;
 Knowledge of MySQL;
 Knowledge in analysing and extracting database content for web-publishing;
 Knowledge of responsive design and mobile-first design principles;
 Knowledge of web-writing principles;
 Good knowledge of web technologies and standards including proven experience with the current legislative regulation such as Web Content Accessibility Guidelines 2.0 level AA;
 Excellent inter-personal communication skills, client-orientation and team spirit;
 Capability of working in an international/ multicultural environment;
 Knowledge of the Regional and Urban policy and of European Structural and Investment funds is considered an asset;
 Knowledge of the European Commission environment, the Europa guide and ECL library is an asset;
 Very good knowledge of English and French both written and spoken is required. Proven ability to understand complex policy texts to analyse user needs and advise content providers on best practices is required.
Considering the specificities of the projects in which the consultant will participate, the following minimum specific expertise is requested:
 Minimum 2 to 10 years of experience with HTML/XML/CSS;
 Minimum 2 to 10 years of experience with PHP / MySQL;
 Minimum 2 to 10 years of experience with AngularJS;
 Minimum 2 to 10 years of experience with Adobe Dreamweaver or similar tool and Photoshop.
